In international law a refugee is defined in the 1951 UN Convention relating to the Status of Refugees as a person who is outside his original country of nationality due to justifiable fear of being persecuted on the basis of race, religion, nationality, political opinion, or association of a certain social group, and because of this fear, he is unable or unwilling to avail himself of the protection of that country.
